Thanks for replies :) But to be clear: I filed this bug report only about keymap-settings issue in tty consoles, cause keyboard in X11 works perfectly (I don't have any keyboard configuration in xorg.conf - I use Gnome's "Keyboard Setting" and it works) and I have a fresh install of Ubuntu 8.10.
The problem is that if you have Splash on (and possibly Nvidia restricted video driver installed) during system boot tty consoles doesn't load keymap-settings and I can't see non latin letters - just white squares.
