After upgrading to intrepid, I'm no longer seeing this issue. It seems
this was a hardy-only bug.

The method for triggering the bug is dependent on the images. Some
images take under a second to scale, some take closer to a minute.

Basically:
create a directory
create a bunch of subdirectories
put a bunch of images in all of those subdirectories (this step might be 
optional)
set the custom icon for each subdirectory as one of the images in that directory
navigate into one of the subdirectories
navigate back up to the parent directory (this is the step that causes the hang)
