Hallo Chris, what is a locale? I checked the -l10n packages and have 3 installed. common, en and za language support.
I also upgraded the system today to openoffice 3.0 to see if it will help and the same problem still exist. It works correctly on all my other 5 computers with both 2.4 and 3.0 but not the one I have just reformatted and reinstalled with Ubuntu 8.10. ( All the others run the same operating system in both Ubuntu, Kubuntu and Xubuntu and it works) . It is a AMD 64 with Nvidia drivers and it worked before with OOO. So is 2 of my other computers. It seems that it has a common file missing. Could it be a font? There is no text in any of the menus anywhere. I checked and have made sure the language support and all packages I could see in the repositories is installed.
