To answer the last first: it is a work around. jiffies is the least fine grained source of clock and does not really explain what is wrong. And there are also other cases that are very similar but cannot be worked around with the jiffies setting. So I really would like to get down to the source. Yet, none of the systems I got can reproduce this. As for which of those to use: idle=halt limits the used C-state to C1 only but uses the mwait to enter this state while idle=nomwait is supposed to not use the mwait call (in theory). So both might be interesting...
