I also find inconsistencies between the help files and the Sound
Preferences dialog box in Ubuntu 7.10 (Gutsy Gibbon). There are
numerous references to "bell" and "System Bell", whereas the dialog box
uses the term "System Beep" for the third tab. Also, the terminology
used in Table 8-19, "System Bell Preferences" doesn't match the checkbox
and radio button labels on the "System Beep" tab.

After finding the file goscustdesk.xml, located in /usr/share/gnome/help
/user-guide/C in my English-language installation, I edited a copy of it
with gedit to change all instances of "bell" to "beep", all instances of
"Bell" to "Beep", and the contents of Table 8-19 to match the third tab
in the Sound Preferences dialog box. (The original file was moved to
goscustdesk.xml.original, just in case something went awry.) The
revised table 8-19 reads as follows (column formatting may not appear
correct in this post):

Table 8-19 System Beep Preferences
Dialog Element - Description
Enable system beep - Select this option to enable the system beep.
Visual system beep - Select this option to enable visual feedback to indicate
input errors.
Flash window titlebar - Select this option if you want window titlebars to
flash to indicate an input error.
Flash entire screen - Select this option if you want the entire screen to flash
to indicate an input error.

Such terminology inconsistencies in the help files make it particularly
difficult to diagnose and correct system issues for the Ubuntu novice
and should be fixed in 7.10, as well as all Ubuntu releases still
supported.
