Binary package hint: apt

When attempting an 'apt-get dist-upgrade' from hardy to intrepid on an
PA-RISC based HP c3650, I received the following error message after
downloading all the packages:

E: Internal Error, Could not perform immediate configuration (2) on
libc6

# lsb_release -rd

# apt-cache policy apt

Trying to upgrade just libc6 resulted in a dependency cycle:
