It's not enough to assume that Debian has incorporated all the changes
needed in Ubuntu.  Looking at the package, I see some differences in
debian/rules and an include we added in psycopg2-2.0.8/psycopg/psycopg.h
that it needs to be explained why we don't need.

Unsubscribing UUS until it's explained why it's OK to drop the current
Ubuntu diff.
