i did not notice other applets' preferences dialogs have the same problem. i think all windows whatsoever should be resizeable unless for some reason resizing is impossible[0] or the window is only some kind of message-box-popup[1].
i wanted to get a better overview over the available plugins and instinctively tried to enlarge the window. that did not work and i was disappointed.
