i did not notice other applets' preferences dialogs have the same problem.
i think all windows whatsoever should be resizeable unless for some reason 
resizing is impossible[0] or the window is only some kind of 
message-box-popup[1].

i wanted to get a better overview over the available plugins and
instinctively tried to enlarge the window. that did not work and i was
disappointed.

[0]e.g. game using non-gnome widget that do not resize
[1] but even there sometimes resizing is desirable to see the whole message/get 
each paragraph in one line/... 
e.g. i really wished the "file transfers" dialog was enlargeable... it 
truncates paths... progress bars are short... it would not hurt to have it 
resizeable... and i have like 1680 pixels of space but it only uses like 300...
