Public bug reported:

Really nothing much to say... I go to "Applications > Add/Remove..." and
there's nothing there.  It looks just like it does in the picture.

Synaptic still works to install programs (but this is not acceptable for
the users I administer), and updating still works fine with "System >
Administration > Update Manager".  I can also update and install from
the command line.

However, no combination of searching or selecting will make anything
appear on the "Applications > Add/Remove..." window.

I'm experiencing this behaviour on three separate machines -- 1)  a
clean install of Ubuntu 8.04, 2) a 8.10 upgrade from 8.04, and 3) a
virtual machine running 8.10 on a Windows host.
