This bug is from 28 Nov 2007. So I can not reproduce it.
The only what I can do for you is the Thread http://forum.ubuntuusers.de/topic/distributions-upgrade-haengt/ . But it is in German language and not all Screenshoots are online at this time. I'm afraid after one year the causals of the bug can not be detected.
