All users have admin rights (ability to use sudo, etc.) -- basically all machines are one-user systems in the default manner that a stock Ubuntu install sets up.
"Sudo apt-get update" does not help, unfortunately. :( What do you mean by special configurations? (I've found one 8.04 user with a laptop that _isn't_ having this problem, oddly enough, if you need me to check something against that unit.)
