I've been reading up on this since I kept hitting ctrl-c and killing X
on my laptop for the last week or so.  From what I've been able to
gather, this only happens if you do not have an xorg.conf.  I worked
around this bug by creating an xorg.conf with only the following:

Section "ServerFlags"
         Option "AllowEmptyInput"   "true"
EndSection

Now X doesn't die when I hit ctrl-c, alt-Function keys work as expected.
