Binary package hint: network-manager

I read in fedora's webpage
(http://fedoraproject.org/wiki/Features/ConnectionSharing):

"Have two laptops, one with a primary network connection and a spare
wireless card, and another one. Make sure the first laptop is connected
to some existing network (via wired, 3G, etc). Set up a shared
connection on the first laptop by choosing "Create New Wireless
Network..." (or choosing a previously created shared network from the
Connection... popup menu) and wait for NetworkManager to successfully
start the shared network"

I don't have an internet connection or router in my flat. I would like
to have a local network though, so I can share folders with my
flatmates. I would like network manager to let me create a network even
if I don't have access to the Internet. Would that be possible?
