I don't think they are the same really.

Knetworkmanager Eric is referring to is most likely what we have in
Intrepid, but with a KDE 4 GUI. While the plasmoid is a development from
stratch.

Especially because of the KDE 4 GUI  change I think the knetworkmanager
from SVN ought to be even less reliable than what we even now (even if
it is more feature complete). Backporting this kind of component is very
dangerous, so I would rather not do it.

I am thinking about releasing an SVN snapshot of the plasmoid along side our 
4.2 PPA builds, it is partially functional already and aggregating feedback is 
probably a good idea.
That could still take some time though.
