Do you know "ubuntu-bug"/"apport-cli", which sounds like what you want?

I'm about to make reportbug stop working for bts=ubuntu (for now), so
that it can only be used for e.g. bts=debian (which needs to be
configured). Any objections?

  Reporting bugs is a breeze with reportbug, provided you are shell-savvy.
  Launchpad is ok for common users, but sysadmins like me (the ones that
  are more likely to report bugs), loose a lot of time using lauchpad.
  reportbug fills in system informations that Launchpad forces to grab and
  copy by hand.
  
  It would be awsome if there were some server side magic that takes the
  reportbug email (possibly sent to a dedicated address, not to ubuntu-
  users) and fills in the launchpad form.
  
  I think this bug should be a grave one because it renders the package
  completely useless (hence unusable).
