This appears to be fixed in Jaunty, where the two links to local documentation partly work: file:///usr/share/doc/imagemagick/www/convert.html works, but file:///usr/share/doc/imagemagick/www/license.php does not work.
I've reported the latter upstream (it should appear shortly at http://studio.imagemagick.org/pipermail/magick-bugs/).
