After googling i could find the answer and The bug is fixed by uninstalling the erring packages :
sudo dpkg -r hal hal-info and then reinstalling them by: sudo aptitude reinstall That will solve the problem if any other file is also detected creating problem that also can be removed and reinstalled also dpkg --configure -a can be run there after.
