I have more or less the same issue under skype with ubuntu 8.10 and logitech 046d:08da. Since the webcam works perfectly fine with cheese i think this is a duplicate of https://bugs.launchpad.net/ubuntu/+source/libv4l/+bug/260918 and issue with skype already filed here: https://developer.skype.com/jira/browse/SCL-403 .
