Thanks for taking time to report this bug and help making Ubuntu a better OS.
This library only exists until gcc 4.2, so it's normal to have it depending on 
gcc 4.2. Moreover, this dependency is generated during the build phase, so it 
can't be changed that easy.

Anyway, I suppose you need a library for another package. For which one? I'm 
sure that the problem is that the other package has not been recompiled with 
gcc 4.3.
