I don't think this is a locale specific issue - I can't reproduce this
bug with any of the different English speaking locales that the about-
ubuntu document provides. Please can you try two things:

1. Open a terminal and type 'yelp' (without the inverted commas) and
then Enter. Then when the window opens, type the key combination Ctrl +
L, then enter 'ghelp:about-ubuntu' (without the inverted commas). Check
whether you see the problem, and report back here. When you do, also
paste whatever output/error messages have appeared in the terminal
window while you were doing that. Hopefully there will be something
useful.

2. Open a terminal and run the command 'xmllint --noout --noent
--postvalid --xinclude /usr/share/gnome/help/about-ubuntu/C/about-
ubuntu.xml' (without the inverted commas). If there are any messages,
paste them here.
