Public bug reported:

When trying to untar the following package:

http://www.studentendorf-vauban.de/~zeno/es-de.tar.bz2

or when using the cvs checkout as described here:

http://savannah.nongnu.org/cvs/?group=ding-es-de

I can't view sometimes accented characters in kubuntu edgy, nor in X or
in a console. A "?" similar symbol is shown. My locale is
LANG=de_DE.UTF-8. I think the problem also has to do with the behaviour
of tar and cvs applications, because when I use tar in a solaris machine
the accented characters are correctly extracted (or maybe that is a
locale issue?), although I still can not see them correctly from kubuntu
using ssh.

I don't know it that is a compatibility problem between the character
sets US-ASCII and UTF8. I don't know much about this. I guess this is
the same problem I had previously using KAudioCreator for generating the
metadata.
