Public bug reported:

When I install new upgrades etc.,  a symbolic link for libpng12.so.0 appears in 
/usr/local/lib/
which make the system unstable (e.g. Add/Remove and Upgrade manager would not 
start)
this can be fixed by:
rm /usr/local/lib/libpng12.so.0
However since this problem hunts me for a long time and was present even before 
I upgraded from Gutsy I was wondering if this bug can be permanently fixed.
My system:
Release 8.04 (hardy)
Kernel Linux 2.6.24-22-generic
GNOME 2.22.3
Processors: Intel(R) Core(TM)2 Quad CPU Q6600 @ 2.40GHz
