It seems this is not exactly a bug. According to the go-oo mailing list:
"As we discussed in person at GoOOCon, this is an intended behavior in
line with what Excel does. I had discussion with Eike about this, and
it's likely that the upstream will adopt this behavior for better
interoperability with Excel."
