We can support:
a) removable network cards being reassigned same interface name each
reinsertion
*or*
b) replacement network cards being assigned same interface name as the
previous card
we cannot support both.
Since (a) is far more common in practice, and (b) requires manual
intervention, we choose to support (a).
This means that when replacing one network card with another (even if an
identical model), or when copying a disk image from one machine to
another with different physical network cards (even if identical
models), sysadmin intervention is required otherwise the new card(s)
will have new interface names.
To forget the history of names, and start again at eth0, delete
the /etc/udev/rules.d/70-persistent-net.rules and it will be recreated.
