'Battery Monitor' works fine for me.
I test with 0.3.2.1+svn20080509-2, but i cant reproduce this issue.
When changing your configuration(width and so on), It will could change your
~/.config/lxpanel/LXDE/panels file, not yours?
Please check this file's mtime.
