I believe this certainly is a bug. You can call it cosmetic bug, but it
certainly is important, as user could believe something is wrong with
his incoming mail server, or client mailbox settings.

As I already mentioned, on Ubuntu 8.04 with Evolution 2.22.3.1 and
exactly the same accounts and settings, there is no such problem.

If some program interacts with user with false responses, I definitely
call it bug. This false Evolution behavior made me spending many hours
of diagnosing the problem, as I could not be sure if I ever miss any of
my urgent emails. I'm not sure about that even now, so yes, I am sure
this is a bug.
