Thanks Ragnarel!  This saved by many hours of debugging!

However, shouldn't we still call this a bug?  Even though you did all
the work, it still took me and some CLI skills to get this working for
myself and my wife.

Also, while the solution is great, copying the files seems excessive:
one would expect the applications to look for a global config,
overriding with a local plugins if they are present.  At the very least,
one would expect the plugins to by symlinked instead of copied.

So I would vote to make this a bug again.  Sure, there is a work-around,
but it won't stop lots of confused users from spending hours trying to
make things work.

In summary, I believe this should just work.  Today, it doesn't.
