The setting are held in ~/.kde/share/config/kioslaverc, so you could just edit
that.
Keep in mind that these settings will only effect your KDE session, not the
system or anyone else's. That's why it's completely normal for it to be
configurable from the GUI.
If you wanted more flexibility you could use something more advanced, like a
.PAC script http://en.wikipedia.org/wiki/Proxy_auto-config
