I've found a redundent wpa key specification in the /etc/network/interfaces file. I've removed it, and oddly (as I believe this has nothing to do with powering a NIC on and off) the NIC seems to obey ifup ifdown again. Now the problem is reduced to too frequent disconnects, link drop outs while in usage.
