I would allow a (sophisticated/advanced/whatever) user the option
(somehow) of having UTC in the RTC ("hardware clock" or "BIOS")
EVEN IF "there is a Windows partition" -- since if a user happens
to have his Windows time zone set to UTC/GMT (pure=Monrovia)
(as I do) it ought to be up to him or her. Ubuntu should not prevent
such a situation. Or force a user to delve into the system bowels.
Now I have to manually edit both /etc/adjtime and /etc/default/rcS
every time I install Ubuntu. A box I could check would be better.
