Please uninstall quassel-core and quassel-client. quassl provides a monolithic binary, combining both -core and -client. So, if you install -core and start quassel, the former will acquire lock of the port and prevent quassel from starting. Another option would be to install quassel-client (which doesn't have an internal core and therefore will start properly).
@tictric: Does a regular sudo /etc/init.d/quasselcore stop sudo /etc/init.d/quasselcore start work? My only guess is that the logging system didn't wait long enough for the core to start and reported a failure in starting while there was none. I just did an installation in a clean 8.10 and didn't run into that error.
