You've somehow managed to remove the tar package; I don't know how. Without it, you can't unpack .deb archives. tar is marked Essential so you must have gone to some effort to do this ...
I've extracted the tar program from tar_1.20-1_i386.deb and put it here: http://people.ubuntu.com/~cjwatson/tmp/tar Download this, put it in /bin/tar, and mark it executable ('sudo chmod +x /bin/tar').
