Ok, I tested this problem in Kubuntu 9.04 Alpha and here are the results

I started jockey without Internet connection and it didn't list anything.
Later I started it with a wired Internet connection available and it said it
was looking for drivers but it didnt find anything.
After that I got and installed all the updates available and restarted the
computer. When I ran jockey it said the same thing and found the correct
drivers but I pressed the activate but it didn't do anything. Later on the tray
a message appeared telling me that the system found drivers. Once again the
correct driver was listed but I pressed activate and it didnt do anything.

If you need anything else just ask me.

Thanks :)
