I tried to package this myself. You will need hawknl from https://launchpad.net/~hugoideler/+archive (credits to another person, I just copied it).
You also need allegro, libdumb and their -dev versions. Packaging ufo2000 proved too difficult. A lot of bugs had to be fixed manually in the source code and I finally gave up after fiddling for hours. I attached my efforts thus far. I'm probably going to switch back to Arch Linux because ufo2000 worked fine there with a very simple made package (not meant as a flame, just explaining my motivation).
