I've been seeing this issue with 0.21+fixes on Intrepid, using DVB-S (WinTV HVR-4000).
I discovered that deleting the zero-length files on the backend in /var/lib/mythtv/recordings/ would usually solve this issue. Sometimes though, if the front-end has saved the last channel, and that channel has a tuning lock but no signal, it will cause the problem to recur as soon as "Watch TV" is initiated.
