For what it's worth, I was able to get this scanner to work with Ubuntu
8.10 (intrepid) by following the directions mentioned in the previous
comment (http://ubuntu.flowconsult.at/en/epson-3170-installation/), but
instead of step 4, I created a new file /etc/udev/rules.d/45-local-
scanner.rules consisting of the following single line:

SUBSYSTEM=="usb", ENV{DEVTYPE}=="usb_device", SYSFS{idVendor}=="04b8",
SYSFS{idProduct}=="0116", MODE="664", GROUP="scanner"

In case the instructions at the link go away, the synopsis is:  
- Add a udev rule for the scanner (see above in this case) so the device node 
is writable by users in the scanner group.
- Download and install (via alien) the RPMs at 
http://www.avasys.jp/lx-bin2/linux_e/scan/DL1.do
- Modify /etc/sane.d/dll.conf; comment out the 2 lines containing "epson" and 
add a line consisting of "epkowa".

track.)
