I just installed Ubuntu 8.10 and started the update manager. It was crazy slow so I googled and found this thred. Cancelled it while it was still downloading and now am attempting to provide the extra information. Perhaps I went out of order with my change to this bug. I'm still gathering the information. Will post back within the hour
