Icon thank you, I checked  that page again and added video to blacklist
and now I can set brightness through gnome Power Manager 2.24.0, buttons
still doesnt work but that doesnt matter much.

But it is not clear on that page that video module should be blacklisted
if panel is detected by HAL.

I got following output from lshal before I blacklisted video module:

info.capabilities = {'laptop_panel'} (string list)
  info.category = 'laptop_panel'  (string)
  laptop_panel.access_method = 'general'  (string)
  laptop_panel.brightness_in_hardware = false  (bool)
  laptop_panel.num_levels = 11  (0xb)  (int)

Nothing is returned by 'lshal | grep laptop_panel' after blacklisting
video module, but brightness can be changed wiht sliders in gnome power
manager.
