I have almost the same problem " Xserver does not work with DVI monitor and video card "Radeon 9100 IGP" in Ubuntu 8.04 (hardy)". Under Ubuntu 6.06 i had no problems (dapper) I used the fglrx driver installed with ati-driver-installer-8.24.8-x86.run (I also had problems with the ati- driver-installer-8.28.8.run).
As monitor i uses a Philips 22" Flat TV, this TV has only DVI input, my videocard "ATI Radeon 9100 IGP" has DVI and VGA. when i use the VGA port and a VGA to DVI connector the Xserver works (only at startup i don't see the grub menu) When i use the DVI port is see the grub menu (and can still choose to starup my old dapper) but i get a "blue" screen as X starts up.
