I have almost the same problem " Xserver does not work with DVI monitor
and video card "Radeon 9100 IGP"  in Ubuntu 8.04 (hardy)". Under Ubuntu
6.06 i had no problems (dapper) I used the fglrx driver installed with
ati-driver-installer-8.24.8-x86.run (I also had problems with the ati-
driver-installer-8.28.8.run).

As monitor i uses a Philips 22" Flat TV, this TV has only DVI input, my
videocard "ATI Radeon 9100 IGP" has DVI and VGA. when i use the VGA port
and a VGA to DVI connector the Xserver works (only at startup i don't
see the grub menu)

When i use the DVI port is see the grub menu (and can still choose to
starup my old dapper) but i get a "blue" screen as X starts up.

I updated the xserver-xorg-video-ati to xserver-xorg-video-
ati_6.9.0+git20081220.2346fd7c-0ubuntu0tormod~hardy_i386.deb

When i try the workaround in
https://bugs.edge.launchpad.net/ubuntu/+source/xserver-xorg-video-
ati/+bug/157408/comments/2 does not work but when look the Xorg.0.log is
see that the DVI is not selected anymore..so is not strange it doesn't
work

attached the following files

/etc/X11/xorg.conf
/var/log/Xorg.0.log_tv_via_vga -> the Xorg.0.log file when using the VGA port
/var/log/Xorg.0.log_tv_vi_dvi_nok -> the Xorg.0.log file whenusing the DVI port
/var/log/Xorg.0.log_DefaultConnector -> the Xorg.o.log file when try the 
workaround as describted in bug 157408
