I am seeing this behaviour as well when connecting to some open access
points.  I have never seen it at home with my WPA access point.

My network card is also a Dell:
0b:00.0 Network controller: Broadcom Corporation BCM4312 802.11b/g (rev 01)

iwconfig correctly reports the signal strength.  It seems to me like
this may be a Network Manager problem, since it is not detecting the
essid correctly when it says "Wireless network connection to '(none)'".
At home, it shows the actual essid and also shows the correct signal
strength.
