This should absolutely be in the default installation!

I have had many occasions where one of my friends have told me to re-
install Windows on their machines. However they have no idea what's
inside their grey boxes, so I have always relied to the device manager
on my Ubuntu live cd. That way I can see the hardware and download the
latest drivers to an usb stick.

If the device manager is not on the installation media, things get more
complicated. After all, Windows only shows something like unknown pci
device, which isn't helping one bit. And besides, it's never bad to know
whats inside your computer. Out of curiosity if nothing else.

I believe that this package is of great use to all of mankind and
doesn't harm anyone, so why is it not involved anymore in the default
list of software is beyond me.
