the only change in the ubuntu package, the rendering for Bengali,
doesn't apply anymore for 3.6.
I don't see any value in the changelog entries for the new upstream
version, but here they are:

* Provide libicu34-dev since ICU 3.6 provides backward compatible
interfaces in addition to new ones.
