Did you go to Edit->Preferences->Advanced->Software Installation and checkmark "Allow web sites to install extensions and updates"? You can fine tune this option by allowing only certain sites to install plugins.
And which plugins are you trying to install (from which websites)? Not sure if you know this or not, but most Firefox plugins don't work in Seamonkey. They haven't worked in any release, really, since the big Mozilla Suite/Firefox split, like 7 years ago.
