Thank you for taking the time to report this bug and helping to make Ubuntu better, but unfortunately I think what you are describing are transparent GIFs, and that is the way they are displayed in EOG. The Gimp will show you the same thing. I took your image, added a white layer back ground to it, saved it and attached it to this comment. You should be able to display this non-transparent GIF as you are expecting in EOG.
