Brian: I don't see why that's problematic for the reason you describe.
Certainly, Conflicts (<< ...) is often an excessively big hammer and it
does have its problems, but the effect in practice is likely to be that
vim-tiny gets upgraded before vim-runtime, *not* that ubuntu-minimal
gets removed.
