I experience this very annoying bug since several months (after updating
from the nice Dapper LTS to Hardy one): I initially suspected a bad
network connection at one end but it seems this is not the problem.

I also observe that SCP tranfer rates and ETA are false and not updated
during the copies... and on very large files (50/100Mbytes), most of the
time it finish as "stalled" probably because this timing/counter issue
triggers a stop to the scp command.

It seems to be a client side problem, not server side... SFTP does not
seems concerned (and can be used to finish a long scp stalled file
transfer without needing to restart from the beginning). As well,
windows XP client scponly does not seems affected and can manage several
100 Mbytes transfers from a hardy openssh server without issues.

I found an upstream solved issue that could be related:
https://bugzilla.mindrot.org/show_bug.cgi?id=799

The correction should be done in Hardy shipped version because of it's
LTS status imo.

Regards
