Can please provide us with a couple of details?

What version of ubuntu are you currently running? 
Can you please attach a .txt file containing the output of: sudo aptitude show 
update-manager ?
Can you please attach a .txt file containing the output of: sudo aptitude show 
synaptic ?

Can you reproduce this by redoing certain commands? Can you list those
commands here?

find the fix in this post, if the issue matches your experience.

We might need to change the package from update-manager to synaptic.

In the link I pasted above if you want to follow what nicholas said
worked for him you could run this command in a terminal to pull down the
debian-package-database-rebuild script:

wget http://www.debian.org/doc/manuals/reference/examples/debian-
package-database-rebuild

chmod +x debian-package-database-rebuild && sudo ./debian-package-
database-rebuild.

Please use these commands with caution and make sure you backup your
important data in case something happens out of the ordinary.
