It seems odd to do this in Ubuntu given that we don't use DM-Upload- Allowed (or Dm-Upload-Allowed) at all. Wouldn't it be better to send this straight to Debian?
DM-Upload-Allowed may be used in control files, but it seems to get canonicalised to Dm-Upload-Allowed in .dsc files. Therefore, it seems that it would be better to permit both spellings.
