Public bug reported:

Any application that is started. Then go to help/help on x. The help
(Help 2.24.0) application opens and receive "could not receive file"
"the file '/usr/share/sgt-puzzles/help/bridges.html’ could not be read.
This file might be missing, or you do not have permission to read it".
An ok button shows. (please note, I have tried 10 games in a row and
each gives the same error with the appropriate help file)

I found the file and it is there. I chmod'd the file to my user name. No
difference. I then opened firefox and entered the path and was able to
read it from within firefox. So something seems wrong with the help file
application and where it is getting it's permissions from. ??

I am using Ubuntu 8.10
