You could achieve this by setting "Show downloads window when downloading file" under the Downloads section in Edit->Preferences->Main to off.
The download manager is certainly a more sophisticated way to do things than the single popup per file. It is a fairly rare use case for a user to download a file without wanting to see its contents when downloaded.
